UN NOUVEAU PROJET DE SOCIÉTÉ, UN NOUVEAU SYSTÈME À PROMOUVOIR

Lòt Ayiti n’ap fè pwomosyon pou li a, li fonde sou dwa, jistis, pataj, solidarite, edikasyon, respè anviwònman epi nan kilti byen pou tout moun. Haïti nouvelle dont nous faisons la promotion est fondée sur le droit, la justice, le partage, la solidarité, l’éducation, le respect de l’environnement et le culte du bien commun. Elle repose sur notre devise : « Liberté, égalité, fraternité » à laquelle il nous faut donner un contenu plus tangible, inscrit dans l’action véritable. Cela devrait débuter par une acceptation dans les faits (au-delà de la règle du droit) du principe d’égalité de tous les Haïtiens, sans égard à leur âge, leur sexe, leur origine sociale, ethnique ou géographique, leur lieu de résidence (Haïti ou diaspora), la couleur de leur peau, etc. Cela nous amènerait à construire une communauté de destin fondée sur la non-discrimination et le partage de la citoyenneté. Tout cela consiste à ériger un état de droit : droit à la justice (lutte contre l’impunité), droit à la sécurité, droit à l’éducation, droit à la santé, droit au travail. Cette Haïti nouvelle est aussi fondée sur une décentralisation véritable qui rend possible le développement local en harmonie avec le développement national du pays, une décentralisation qui libère les énergies créatrices des régions afin que celles-ci puissent se prendre en main et fournir des services de proximité aux citoyens. Tout cela ne peut devenir possible que par un engagement de tout un chacun – individus et entreprises – à assumer ses responsabilités citoyennes, par exemple en respectant scrupuleusement la loi et en payant ses impôts. Pour cela, nous avons besoin d’un système éducatif capable de former des citoyens bien constitués, épris de liberté et d’humanité. Nous avons besoin d’un système éducatif capable de former des citoyens honnêtes, épris de justice et d’équité, pour arriver à un système judiciaire incarnant l’état de droit. Nous avons besoin d’un système éducatif capable de former des citoyens ayant le sens de l’honneur et respectant la parole donnée, éléments de base pour construire un système économique et social basé sur la confiance et créateur de prospérité inclusive. Pour y parvenir, il nous faut agir sur notre système éducatif et sur notre culture, qui sont les moules généralement utilisés pour forger les citoyens d’une société. Il nous faut en effet un système éducatif qui inculque des valeurs nouvelles de responsabilité citoyenne et d’intégrité personnelle, en faisant la promotion d’une éthique des moyens selon laquelle la fin ne justifie pas les moyens. Une éthique des moyens qui prend le contrepied du « degaje pa peche ». Une éthique publique qui condamne la réussite quand elle se fait aux dépens des autres et des règles établies. Une éthique de la réussite qui sanctionne ceux qui veulent se faire passer pour « intelligents » en recourant à la fraude pour atteindre leur objectif. Une éthique citoyenne qui apprend à respecter les règles établies plutôt que de chercher à tout prix à les contourner pour atteindre ses fins.

A NEW SOCIAL PROJECT, A NEW SYSTEM TO PROMOTE

The new Haiti that we are promoting is based on the law, on justice, sharing, solidarity, education, respect for the environment, and a strong commitment for the common good. It is based on our national motto : “Liberty, Equality, Fraternity”, to which we must give a more tangible content, rooted in real action. This should begin with an acceptance in practice (beyond the rule of law) of the principle that all Haitians are equal, regardless of their age, their gender, their social, ethnic or geographical origin, their place of residence (Haiti or the Diaspora), the color of their skin, etc. This would lead us to build a common destiny anchored on non-discrimination and a sense of shared citizenship. All of this requires that we construct a society grounded on fundamental rights : the right to justice (fight against impunity), the right to security, the right to education, the right to health care, the right to work. This new Haiti is also based on a genuine decentralization policy that makes local development possible, in sync with the country’s national development, a decentralization process that frees the creative energies of the regions so that they can take charge of their own destiny and provide the citizens services at the local level. All this can become possible only through the commitment of everyone - individuals and businesses - to assume their civic

responsibilities, for example by scrupulously abiding by the law and paying their taxes. For that, we need an educational system capable of developing well-balanced citizens who are freedomloving and cherish humanity. We need an educational system that can train honest, fair-minded citizens who also value equity, to arrive at a judicial system that embodies the rule of law. We need an educational system apt at training citizens endowed with a sense of honor and a sense of the respect one must have for one’s word. These attributes are the building blocks for erecting an economic and social system based on trust and capable of creating inclusive prosperity. To achieve this, we need to act on our educational system and our culture, which are the molds generally used to forge the citizens of any society. Indeed, we need an educational system that instils new values of ​​ civic responsibility and personal integrity, while promoting an ethics of the means whereby the end does not justify the means. An ethics of the means that takes a stand opposite to the degaje pa peche (coping is no sin) posture. A system of public ethics that condemns success when it is achieved at the expense of others and at the detriment of established rules. An ethics of success that punishes those who want to pretend to be “smart” by resorting to fraud to achieve their goal. A system of citizenly ethics that learns to comply with established rules rather than trying to circumvent them at all costs to achieve one’s ends.
